Your friend is full of it. I can't say what "It" is, but it comes out of your rear end.
First, notebook coolers are gimmicks. They only keep the laptop cool because they are a flat surface, and most people use their laptops on their lap, which blocks air vents and prevents the laptop from cooling itself.
Laptops are designed to be able to handle the thermal output of their components, they do not need supplementary cooling to function so long as the vents are clear of obstructions and dust. That would be like buying a brand new car that had no radiator.
The cooler emits a small amount of Electromagnetic radiation, just like any other device that has electronic components. But the amount created by the cooler is negligible compared to the amount created by the laptop itself. Even if it produced more than the laptop, EMR does not create heat.
Even if the cooler did work, you would not want to turn it on once the laptop got hot. The reason for this is that heating and cooling of electronic components does more damage than just plain heat.
Remember in science class where you learned that heat makes things expand, and cold makes things contract? This is the same for electronics. If you wait for the laptop to heat up, everything expands, then you put the cooler on and everything contracts.
